The Head of the Department of finances and taxation, Doctor of Science (Economics), Professor
Professor M. Karlin was born on November 23,1955 inKramatorsk, Donetsk Oblast. Professor M. Karlin was graduated from the Economic Faculty of theKyivStateTarasShevchenkoUniversity (now – National Taras Shevchenko University of Kyiv) in 1982, where he got the speciality of economist, lecturer of political economy.
From December 1985 till January 1989, Professor M. Karlin was engaged in postgraduate studies at the Department of Political Economy of the Kiev State PedagogicalinstituteofForeign Languages.
From September 1994 till August 1997, Professor M. Karlin was engaged in doctoral studies at the Department of Political Economy of accounting faculties of theKyivNationalEconomicUniversity.
The theme of Ph.D. thesis: “The Stimulation of labour quality in the conditions of intensification of production” (08.00.01 – Political Economy); defence of a thesis was held in 1991 at Kyiv National Economy Institute named after D. S. Korotchenko.
The theme of doctoral dissertation: “The forming of mechanism of labour stimulation in the conditions of transitional economic formation: the problems of the theory and practice” (08.01.01 – Economic theory); defence of a thesis was held in 1999 at theKyivNationalEconomicUniversity.
Professor M. Karlin has been working at theLesyaUkrainkaEasternNationalUniversitysince January 1989. Professor M. Karlin has been the Head of the Department of state finances (now – the Department of finances and taxation) ofLesyaUkrainkaStateUniversitysince 1999; has got academic status of “Professor”.
Professor M. Karlin teaches such subject matters: budget system, management of public finances, finances of foreign countries, history of taxes, fiscal sociology, international taxation, the finances of the European Union, finances and taxes of foreign countries, global finances.
Professor M. Karlin is an author of 228 research publications: 5 monographs (3 inco-authorship), 10 personal and5 inco-authorship textbooks for higher educational institutions of the III – IV accreditation levels.
Professor M. Karlin has been a member of the Specialized Academic Board of the Institute for Demography and Social studies of National Academy of sciences of Ukraine (since 2004), a member of the commission of experts of economics of the Higher Attestation Commission of Ukraine (since 2006), a member of Scientifical Council for Economics of Ministry of Education and Science of Ukraine (since 2008).
Professor M. Karlin has prepared 8 Candidates of Science (Economics).
Professor M. Karlin was awarded the Golden Badge of Lesya Ukrainka Volyn National University, the Sign “Excellence in Education of Ukraine”, the Diploma of the Verkhovna Rada ofUkraine, the Sign of Ministry of Education and Science ofUkraine“For Scientific Achievements”. Professor M. Karlin was recommended to award the title “Honored economist ofUkraine” by the academic Council of Lesya Ukrainka National University in 2010.
